A Per-Analysis for NET June 2013
National Eligibility Test or NET is an eligibility test conducted by UGC for making candidates eligible for teaching posts. The new pattern of NET is 3 objective type papers conducted in two sessions. First paper is general in nature and contains questions from teaching aptitude, research aptitude, reasoning, mental ability and information technology. Paper Second and Third are subject oriented. The morning session has 2hrs 30 minutes, 1hr 15 minute each for PaperI and PaperII. Paper 1 contains 60 multiple choice question out of 60 and paper2 contains 50 questions. Each question carries 2 marks and both paper maximum is 100 marks. When a candidate attempts more than 50 questions in Paper 1, his first 50 questions are valued. Afternoon session involves paper 3 which contains 75 multiple questions of 2 marks and so maximum marks are 150. Its duration is 2hrs and 30 minutes. So there are total 175 questions or 350 Marks.
For December 2012 exam- the second edition of objective type- the criteria of passing NET was getting the position on the top of the list of those who acquire the minimum specified marks for each community and subject. Only 15% from upper part of this ranklist was only declared as passed. So criteria to pass could be revealed only after preparation of rank list.
The first relevant question on NET June 2013 is whether there will be NET or not? The Govt/MHRD is thinking to shift the responsibility of conducting NET into other semi-governmental or purely private agencies. On December 2012 the application was mounted near to 8 lac and this has caused a big greed and temptation from private agencies as they see this is an opportunity to get easy money. The government is also supporting as privatisation is the encouraged policy of government and it helps them to get regular commission or income. The Phd course marketers are also playing a vital role in crapping NET. A candidate for NET exam spend maximum amount of lessthan Rs 1000. For Phd minimum amount is Rs 1 lac and if NET and its validity is under doubt or question, they can raise Phd as a safe point and lead the student to do Phd. These marketers have already started work in facebook group for june victims. And even created separate group for this purpose. (please care some of their updates in these group and you will get the point what I say. Some of leaders are also with this motive. They blame ugc for everything and this keep the image in one's mind that ugc and NET should be crapped.). The mismanagement played by UGC is being highlighted very intentionally to create the reason of crapping- As you know I am against the wrong policies of UGC but not at all support its crapping.
If again UGC is equipped with responsibility of conducting NET exam some changes are expected. The transparency was good in objective method but it has lead to drag the matter in to the courts. So many of academicians expect again a return to the old descriptive pattern. The delhi based professors and retired professors are also support the descriptive as the paper valuation was a good source of their income. Coaching and publishing lobby is also stand for descriptive system. Candidates may feel objective type can be prepared without coaching and so the coaching mafia support descriptive system. The guiding or reference book publishers are more benefited by descriptive system as they can sell more books, but some of them argues objective system should be continued for one or two sessions because there is a lot of unsold stock in their hand at present which is prepared for objective type and the descriptive should be introduced only from June 2014 to get them time for selling the printed stock. So mostly the chance will be for objective type again.
The next change is the number of papers. Some academicians are supporting like csir NET only 2 papers are required. At present there is no significant difference between paper 2 and paper 3 and then why do they be separate? A consolidated paper with 100 questions will do the work of two papers. The professors in question lobby are against this. They need more sitting fee and preparation fee for question making. They argue such NET holders cannot be compared with old NET holders. Anyway the pattern change is not expected in June.
The duration of paper 3 was a subject of serious discussion on the meeting UGC held in first week of April 2013. Most of them observed all candidates leave at hall before 1hr. The time is 1:30pm to 4pm. But all candidates leave the hall around 3pm. For attending 50 Multiple choice questions in Paper 1 and 2, the time is 75 minutes for each or 1.5 minutes for a question. So 75 question it does not need 150 minutes. In june 2012 when the first time introduced this, there occurred malpractices in some of North Indian co-ordinating universities as some invigilators were 'purchased' on the spot by candidates. They are allowed to mark with pencil and later after 3 pm when all left, the professors erased the mark with pencil and put the right bubbling by pen. It is something heard and not sure whether happened really or not. But when compared with December result and putting the condition that difficulty level of question paper for all subjects for both session are same, the intelligence level of candidates being same then in December only around 6.5% of total appeared passed and it is about mere 40,000 and 7% of the total in June becomes near 56 000. And the cut off was even more in many subjects in June than December. What this indicate is that some bias in the form of malpractice or other has happened in June. This caused the concentration of candidates at toplevel and so candidates who got even 64.57% could not enter in to the list. In December the exam was under strict supervision and no malpractice taken place and so the normal cut off (when taking 6.5% of all) came
So some changes may occur in the duration of third paper if exam is notified by UGC itself. Look the below table. (Assume top 15% criteria will also be followed in June 2013)

Conditions for Passing NET June 2013
| Very Easy | Easy | Medium | Tough | Very hard |
Level of difficulty | 70 | 60 | 40 | 30 | 20 |
No.of Applicants | 10000 | 10000 | 10000 | 10000 | 10000 |
No.of minimum pass expected | 7000 | 6000 | 4000 | 3000 | 2000 |
Top 15 percent | 1050 | 900 | 600 | 450 | 300 |
Pass Percentage | 10.5 | 9 | 6 | 4.5 | 3 |
When questions are very easy it leads 1050 to pass and if it is very tough only 300 could pass. Though it looks when easy question are the determinant of magnitude of pass, I think medium level questions are good for candidates. An easy question paper brings more number of candidates with minimum, but the concentration on the number of candidates with very high marks are more and so there will be enough under top 15% in the above 80% mark and so the cut off will be above 80 marks. And when question paper is very tough the cut off may be low, but due to a fall in number of minimum acquired, the total pass percentage becomes low as 3%. So a medium difficulty level is good ideal condition for a pass in NET June 2013
