Steps to form State Skill Development Mission
Preliminary steps have been taken for setting up a State
Skill Development Mission for coordinating and monitoring a series of
skill development programmes proposed to be launched during the 12th
Plan period. The training programmes have been aimed at carving out a
trained workforce to meet the demands of the emerging global job market.
The present strategy is to offer a series of skill development programmes that would help the youth secure fruitful employment.
According
to State Planning Board member G. Vijayaraghavan, the thrust is on
conducting skill development programmes that would fetch a job for
trainees anywhere in the world and not on fulfilling the target in terms
of numbers.
The mission to be headed by the Chief
Minister will comprise experts from different fields. The strategy to
launch a large number of training programmes has already been spelt out
in the draft approach paper for the 12th Plan.
“The
training programmes will be drawn out only after finding out the demand
in the global job market. The mission's aim is not just to help trainees
secure a job in the State, but equip them to get employment anywhere in
the world. The mission will set the course for the programmes and offer
a vision for the initiative. Since the government alone cannot afford
to conduct training sessions at a massive scale, the
public-panchayat-private participation model will be explored for the
purpose,” Mr. Vijayaraghavan said.
It has been
proposed to draw up a skill development master plan with special
emphasis on tapping the broad band connectivity to every village in the
State. The educated unemployed in the rural areas will be able to attend
such sessions from their panchayats itself.
The
training programmes will be conducted with the support of the National
Skill Development Corporation and the Entrepreneurial Development
Institute of India. This initiative is expected to meet the global
demand for a trained workforce.
It has been proposed
to host a registration portal for skilled labour with the help of
Akshaya and Information Technology Department so that prospective
employers can effectively make use of a pool of experts. This will also
help to make the educated youth capable of becoming entrepreneurs too.
Four new exclusive Industrial Training Institutes for women have also
been planned for bridging the gender gap in industrial training.

There is a lot of fund and is to be dispersed. If it is given as salary to existing staff there's no chance of fake signature and drafting it to self accounts. So There will be development in the skill of getting fund
