promotion of junior teachers

LTAs in VHSE are duely promoted to VIs in VHSE department.But what about junior NV teachers who have completed 6yrs in service and working for 12hrs weekly.They are also qualified and why this injustice from the part of VHSE department?It is hightime to amend the rules in VHSE to favour its staff.Just think and  comment..
