in School Sector
Introduction
Improving the parity of esteem between the general academic education and vocational education is the policy priority of the Government of India. The National Vocational Education Qualification Framework (NVEQF) developed by the Ministry of Human Resource Development (MHRD), Government of India is a descriptive framework that provides a common reference for linking various qualifications. It will be used for setting common principles and guidelines for a nationally recognized qualification system covering Schools, Vocational Education and Training Institutions, Technical Education Institutions, Colleges and Universities. The NVEQF will act as a translation device to make qualifications more understandable to employers, students and institutions. It will promote transparency of qualifications and facilitate learner’s mobility between different qualifications, thus encouraging lifelong learning.
Levels in NVEQFThe proposed NVEQF is organized as a series of levels of arranged in ascending order from 1 to 10 . Levels depend on the complexity of learning; 1 is the least complex and 10 the most complex. Levels 1 to 4 are of approximately the same standard as secondary education and basic vocational trades training. Levels 5 & 6 approximate to advanced trade certificate, diploma, and advanced diploma qualifications. Levels 7 & 10 approximate to advanced qualifications of graduate and postgraduate standard.

Funding
It will be a Centrally Sponsored Scheme under which a one time non-recurring and annual recurring grant will be sanctioned by the MHRD to the State Governments. Under the Scheme, financial assistance will be provided to Government Higher Secondary Schools/ Government aided Higher Secondary Schools/ Private Unaided Schools/ NGOs for setting up and operating Vocational Education programmes as per the prescribed norms. The funds shall flow through the concerned State Govts. The costs/remuneration, etc. may be subject to revision on approval from
the Executive Council and in consultation with the Department of Expenditure, Ministry of
Finance.
The Centre State share for various components will be as follows:
(i) Civil Works 75:25
(ii) Teachers salary 90:10
(iii) All other works 100% central assistance
A Project Approval Board (PAB) constituted under the Chairmanship of the Secretary (SE&L), MHRD will consider and approve the proposals received from States/UTs. The other members of the Committee would include Joint Secretary (SE), Financial Advisor (MHRD), two experts in the field of Vocational Education, Chairman CBSE, Joint Director PSSCIVE, Chairman NIOS, a representative of Ministry of Labour and Employment. Divisional Head (VE), MHRD will be the
Member Secretary of the Committee. Grant will be given to the States/UTs who would like to implement NVEQ system from Class IX
onwards.
Grant will be given for running two VQP in a school. Funds for additional VQP will have to be arranged by the States/UTs.
Existing higher secondary school offering vocational courses or higher secondary schools wanting to introduce vocational education from Class IX onwards (referred to as New Vocational Schools in the revamped CSS on Vocationalisation of Higher Secondary Education) will be given grant.
Grant will also be given as per the norms given in the CSS on Vocationalisation of Higher Secondary Education for setting up Model Vocational Schools, which would be the existing higher secondary schools.
Marketing of products and services would be encouraged in schools through Production-cum-
Training Centres (PTCs) for generating resources.
Proposed Modifications in the Scheme of Studies of Class XI & XII (Science Stream) for Academic and Vocational Integration
Proposed Modifications in the Scheme of Studies of Class XI & XII (Commerce Stream) for Academic and Vocational Integration
Same as above except 2,3&4 are Accountancy,Business studies and Economics respectively
Proposed modifications in the Scheme of Studies of Class XI & XII (Humanities Stream) for Academic and Vocational integration
Same as above except 2,3&4 are Geography.History and Economics respectively
Vocational Education (VE) Stream
Those States/UTs who wish to continue the existing vocational education programme at 2 level will have to adopt/adapt the Vocational Qualification Package. In the existing VocationalEducation stream, the scheme of studies will comprise the following:
